Every now and then i try to get into a new racing game, by new i mean something that is not the only 3 or 4 racing games i ever liked in my life (Daytona USA, Rush 2049, F-Zero and Crazy Taxi) but every time i find myself with a wall. No matter how fancy they look, or ho playful they might appear to be, i can't get into any other racing game of more recent years.
I asked some of you in other board and i got some good suggestions, mostly dreamcast racing games. Now, i would like some fresh recommendations, it doesn't matter from which generation the game is, as long as it's fun. I don't care for simulators, i prefer arcade style gameplay. It doesn't matter if you think you mentioned a game to me in the past, do it again if neccesary.

See, you and I are on pretty much the same page, racing-wise: if it's built for tinkering for hours on end so I can shave a half-second off a lap so I can go back to tinkering for hours on end so I can shave a half-second off a lap so I can go back to tinkering for hours on end so I can shave a half-second off a lap so I can go fucking insane, turn the game off, swear off gerhead 'sims' forever, and go back to playing F-Zero X/GX or something by SEGA then it is NOT for me.

My favorite is Diddy Kong Racing. Sentimental reasons play a large part in that, but it's cute, it's fast, it has nice graphics and appealing characters and cool bosses, and it's pretty darn challenging (surprisingly enough). Basically, it's an enjoyable Mario-Kart-style racer (though there are those who view it as nothing more than a poor man's MK).
I haven't played F-Zero X in years, but I remember liking it back when it was new.
For something interesting (and fun), try Final Lap Twin for the TG-16. It's easy to get into, and it has a quaint role-playing mode (random battles and boss fights are races) that most people enjoy.

I'm the original Genki racing game fanboy.
Shutokou Battle (various systems) C1 Racing Battle (PS2) Kaido Battle (PS2) Kattobi Tune (PS1)
etc. etc.
I think I've actually responded to a similar request by you in the past on another board. These all handle closer to arcade-y than simulation... but they are still the gearhead-lotsa-fiddling-with-parts-and-settings sh*t. So ECM stay away.
As I've detailed rather exhaustively on my blog, the big appeal other than the actual racing, is the game world. Most races are presented as duels and the environment is replete with named rivals and a history. It makes playing through sequels have a resonance that other racing series just don't have.
