I imagine this thread could go on forever but no matter. I personally have always been fascinated by games that never made it to a full release. What would you bring to life if you could?
Atari Jaguar - There were a lot of games never released for this that might have been great (or a huge disappointment). One that really intrigued me was Black ICE/White Noise. I have several betas of this and I spent a bit of time exploring the world although a lot of assets weren't put into the existing betas. One of the artists who worked on the game was going to do a documentary about it which included a lot of those assets but I'm not sure what became of that as this teaser for the project was posted 5 years ago.
Arcade - Starblade Operation Blue Planet - It certainly could make a comeback now with the launch of Mach Storm and the dome cabinet in the US.
Nintendo Wii - Project HAMMER - This was one of the games that made me interested in a Wii at launch. Too bad it never came to be. Even though the Gamepad doesn't fit the gimmick exactly I'd still take it for U.

What a surprise! Your first game is on the Jaguar. Never would have guessed that!

Something something Megaman Legends 3. Actually, you could probably do a whole list solely on Capcom cancellations. Still want to know what Resident Evil PSP was going to be.
Also, while it's not a cancellation per se, I wish Square had actually finished SaGa Frontier before releasing it. Since what we got remains as one of my favorite games of all time, I can only assume the original vision for the game would have been even better. And we'll likely never see it revisited, since even if Square wasn't terrible these days, they'd still be ignoring the SaGa series.

Hey! Theatrhythm 2 has SaGa music in it! So see! They *are* revisiting it! Viva SaGa!

Here, here on DP!
I suppose I can also chuck The Diabolical Adventures of Tobu on here, which I have actually played.

What a surprise! Your first game is on the Jaguar. Never would have guessed that! Well I was going to say something like Freelancer 2 but then I remembered "ECM expects me to say something Atari related so I had better do that" XD Speaking of Capcom, War of the Grail (arcade) Darn you Capcom. Darn you to heck.

I imagine that everyone that heard about this back in 83/84 was crushed that it never was completed. It would have cost a fortune to make but I have to imagine that it would have been the #1 earning game at any place that could have afforded to get one.
Using the same hardware as The Last Starfighter, a few years ago footage of Air Race was discovered as well, this would have been released in 1985:
Since I mention Atari I should do what's expected and also say Death Watch looks like it would have made for a great run'n gun mixed with Rayman style graphics:
Sonic Extreme for the Saturn. Too bad it was plagued by committee development problems. Although I guess Sonic Lost World ended up being SE so perhaps this doesn't count.
And now speaking of Sega, Propeller Arena for the DC

Yeah, I've played PA, so you can scratch that off the list, Atarian.

Well I meant as getting an official release or remake of some kind. I have the betas of Black ICE/White Noise but it was far from complete; I know PA was pretty much done but it only got its day among us rabid game fans.

Just mute the speakers on this one. Bizarre music choice to make up for the silence. Freelancer 2 on 360. I would have liked to see where they might have gone on this:
Project HILL wanted to make an attempt for the Slipheed style shooter on PS2 or PSP
I knew a person or two that bought an N64 just for Earthbound 64. Maybe Nintendo can tease Earthbound U just to tease up some U sales!
